Fire alarm work in Canada runs on three CAN/ULC standards, and the industry mixes their names up daily. Getting them straight matters because each one answers a different question, is triggered at a different point in a system’s life, and is often performed by a different party. Here is the working version.
Where the standards get their teeth
The standards themselves are published by UL Standards & Engagement (the successor to ULC Standards). They become law when the building and fire codes reference them. The National Building Code points to installation and verification requirements for new construction and renovations, and the National Fire Code points to ongoing inspection and testing for existing buildings. Provinces adopt these codes with their own amendments, so Ontario, British Columbia, Alberta, and Quebec each have local wrinkles, but the three-standard structure is the same across the country.
CAN/ULC-S524: installation
S524 is the how-to-install standard. It governs the physical work of putting a fire alarm system in: device mounting and location, wiring methods, circuit requirements, and how components connect into a system. If you are pulling cable, mounting detectors, or terminating a panel, S524 is the standard your work will be measured against. It applies to new systems and to any additions or modifications to existing ones.
CAN/ULC-S537: verification
S537 answers a different question: was the system installed correctly and does every part of it actually work. Verification is a one-time, device-by-device functional test performed after a new installation or a modification, before the system is accepted. Every initiating device gets operated, every signal gets confirmed at the panel, and the results go into a verification report the authority having jurisdiction and the owner rely on. The classic trap: adding a handful of devices to an existing system is a modification, and the affected portions need verification. Skipping it because “it was just four smoke detectors” is how deficiency lists and liability start.
CAN/ULC-S536: inspection and testing
S536 covers the rest of the system’s life. It is the periodic inspection and testing standard for existing systems, anchored by the annual inspection the fire code requires, along with the shorter-interval checks assigned to the building owner. Where S537 happens once per change, S536 happens on a schedule forever. The two get confused constantly because both involve testing devices; the difference is that S537 proves a new or changed installation, while S536 proves an existing system still works.
Who does the work
Qualification rules vary by province, which catches contractors moving between markets. In broad strokes: installation under S524 is done by the installing contractor’s qualified trades, while verification under S537 and annual work under S536 are expected to be performed by technicians with recognized fire alarm credentials, most commonly certification through the Canadian Fire Alarm Association, with additional provincial registration schemes in places like British Columbia. Some jurisdictions also expect verification to be independent of the installing crew. Check the local adoption before quoting.
One more to know: CAN/ULC-S1001
Modern buildings tie fire alarm, sprinklers, smoke control, door hold-opens, and elevator recall together, and a device-by-device test does not prove the handoffs between systems work. S1001, integrated systems testing, addresses exactly that and has been referenced by the building code since 2015 for buildings with interconnected life safety systems. On integrated projects, plan for it in the schedule and the price, because it needs every trade at the table at the same time.
