Burglar alarms have their own ULC standards family, parallel to the fire alarm set, and it matters for the same commercial reason: insurers and specifications distinguish between “an alarm” and “a ULC-grade alarm,” and the difference is priced.
The two documents that matter
CAN/ULC-S302 covers the work: installation, inspection, and testing of intrusion alarm systems. It addresses how detection is applied to the protected premises, how the system is wired and supervised, and how it is inspected and tested through its life. CAN/ULC-S304 covers the equipment: control units, accessories, and signal receiving equipment for intrusion alarms, including performance requirements for things like line security and event reporting. In practice they travel together: an installation to S302 built from equipment listed to S304, monitored through a listed signal receiving centre, is what the phrase “ULC intrusion system” is shorthand for.
Grades and the insurance connection
Unlike fire alarm work, intrusion standards are mostly enforced by contract rather than by code. The enforcement mechanism is the insurer: commercial policies for jewellers, cannabis facilities, pharmacies, firearms dealers, cash operations, and high-value warehousing routinely require a ULC-certificated intrusion system, sometimes to a specified level of protection. The certificate, issued through the alarm company and registered, is the insurer’s verifiable evidence. The practical consequence for alarm dealers: certificated accounts must actually be built and maintained to the standard, because certificates are auditable, and a certificate issued on a non-conforming installation is a liability, not a sales tool.
What the standard-grade work looks like
The themes will be familiar from the fire side, tightened for an adversarial threat. Detection coverage matched to the risk, not just a motion sensor in the front room. Supervised circuits and tamper protection, so cutting or shorting a loop is itself an event. Communications with line security appropriate to the grade, because the first thing a competent burglar attacks is the signal path. Standby power for the outage that precedes the entry. And documented test and inspection intervals, because an intrusion system that has not been tested in three years is a rumour, not a control.
What trips people up
Three recurring problems. First, equipment claims: “meets ULC” on a datasheet is not a listing; verify the actual listing for the model and firmware family being installed. Second, the communicator swap: replacing a dedicated line or aging communicator with a consumer-grade IP or cellular unit can silently break the line-security basis of a certificated account, the same trap as on the fire monitoring side. Third, scope creep from DIY: consumer smart-home alarm gear, whatever its real-world merits, is not listed equipment, and mixing it into a certificated system compromises the certificate. Keep the certificated system’s boundary clean and documented.
